Zur Komplexität von Entscheidungssituationen

Der Entscheidungsbegriff kann am besten von einem Handlungsbegriff ausgehend definiert werden, der die Frage der Zurechnung einer Selektion in den Mittelpunkt stellt. Die Entscheidung ist dann ein Spezialfall einer Handlung in Form einer dem Handelnden zurechenbaren relationalen Thematisierung der Selektion seines Handelns. Wenn man so optiert, müssen die klassischen Annahmen der Entscheidungstheorie überdacht werden. Im Zentrum des Interesses stehen nun die Entscheidungssituation und mit ihr der Begriff der Komplexität aufgrund der Kontingenz des Entscheidens. Entsprechend muss der Begriff der Rationalität neu gefasst werden, der nun über die Frage der Berücksichtigung von Entscheidungsbeschränkungen bestimmt wird. Daran schließen sich weitere Fragen an: die nach der Bindung einer einmal getroffenen Entscheidung, der Informationsbeschaffung, des Anspruchsniveaus, der Bedeutung von Zeit, der Bestimmbarkeit von Komplexität, der Reflexivität des Entscheidungsprozesses. Abschließend wird nach der Operationalisierbarkeit der skizzierten Entscheidungstheorie sowie nach einem möglichen Zusammenhang von Entscheidungs- und Systemtheorie gefragt.

Niklas Luhmann, The complexity of situations of decision-making
The concept of decision can be defined most adequately by starting with a notion of action which focusses on the attribution of a selection. A decision is then a special case in which a selection of an action is thematized in reference to other possiblities. As a consequence traditional assumptions of decision theory must be reconsidered. The theoretical focus then moves to the situation of decision-making und the concept of complexity resulting from the contingency of decision-making. Accordingly the concept of rationality must be revised by defining rationality now as the consideration of the restrictions of a decision. Several questions follow from these assumptions: the bonding by a decision, the information search, the level of aspiration, the decision as a process in time, the determinability of complexity, the reflexity of the decision process. The closing remarks refer to the operationability of the decision theory outlined and to the possible coherence of decision theory and systems theory.

Kollektive Entscheidungen und soziale Komplexität. Ein Kommentar vor dem Hintergrund der Entscheidungsforschung in der Betriebswirtschaftslehre

Der vorliegende Beitrag kommentiert Luhmanns Vorschlag zur Reformulierung der entscheidungstheoretischen Grundlagen vor dem Hintergrund der neueren Entwicklungen im Bereich der betriebswirtschaftlichen Entscheidungsforschung. Zunächst werden die Umstellung auf Komplexität als Leitbegriff der Entscheidungstheorie sowie die Aufhebung der Unterscheidung zwischen Entscheidung und Entscheidungssituation als zentrale Beiträge der Luhmannschen Ausführungen herausgestellt, die auch für die heutige Forschung noch von besonderem Interesse sind. Im Anschluss daran befasst sich der Beitrag mit den Besonderheiten kollektiver Entscheidungen, die in den Luhmannschen Ausführungen nicht klar genug gegenüber Individualentscheidungen abgegrenzt werden. Des weiteren wird die besondere Rolle sozialer Komplexität als zentraler Aspekt der Entscheidungstheorie herausgestellt, der in den Luhmannschen Ausführungen lediglich angesprochen, aber nicht ausreichend thematisiert wird. Abschließend würdigen wir nochmals die spezifische Bedeutung der Luhmannschen Theorievorschläge für die heutige Entscheidungsforschung.

Collective Decisions and social complexity. A Comment from the perspective of contemporary management studies

In this paper we discuss Luhmann’s proposal for a reformulation of the foundations of decision theory from the perspective of contemporary management studies. We first point out the two areas in which Luhmann’s suggestions, which go back to the 1970’s, still provide novel insights: the first one concerns his argument for treating complexity as guiding concept or central point of reference for developing decision theory further.  The second concerns his suggestion to do away with the distinction between decision and decision-situation. We then turn to the particularities of collective decision-making as an area of particular interest in management studies, arguing that Luhmann does not pay enough attention to the fundamental differences between individual and collective decision-making. After that we address the social dimension of complexity as an aspect of central interest in contemporary decision theory, which Luhmann refers to but does not properly discuss. At the end we return to the specific relevance of Luhmann’s text for contemporary decision theory.

Zwischen Komplexität und Beobachtung: Entscheidungen in der Systemtheorie

Die Systemtheorie hat sich in den mehr als dreißig Jahren, die uns von den hier kommentierten Text trennen, tief verändert: Der Zeitraum bietet uns die Gelegenheit und die Distanz, um die Differenzen festzustellen und ihre Reichweite für die Theorie zu verstehen. Luhmann benutzte in jenen Jahren Beispiele und Verweise auf die Literatur auf eine ganz andere Weise als einige Jahrzehnte später. Der Beitrag analysiert Analogien und Differenzen in der Art und Weise Luhmanns, die Probleme zu formulieren und zu diskutieren und führt sie auf die Evolution der Voraussetzungen der Theorie zurück – insbesondere auf die Einführung der Differenz Operation/Beobachtung. Die Systemtheorie wird dadurch viel autonomer und selbstbezogener – mit Vorteilen und Nachteilen, die aufgezeigt und kommentiert werden.

Between complexity and observation: decisions in systems theory

Systems theory has changed profoundly in the more than 30 years that separate us from the here commented text: a space of time which gives us the possibility and the distance to catch the differences and to understand their relevance for the theory. In those years Luhmann used examples and references to literature in an other way then some decades later. The paper analyses similarities and differences in the manner to identify and discuss the problems and it connects them with the evolution in the presuppositions of the theory - in particular the introduction of the distinction operation/observation. Systems theory has now become much more autonomous and selfreferencial, with advantages and disadvantages that will be shown and commented.

Zur Komplexität der Entscheidungstheorie

Luhmanns Text zeigt einen frühen Versuch, den Entscheidungsbegriff systemtheoretisch adäquat zu fassen und ihn zum einen an die Entscheidungssituation, zum anderen an die Kategorie der Komplexität anzubinden. Luhmann definiert Entscheidung noch vom Handlungsbegriff her, während er in späteren Arbeiten sich von diesem handlungstheoretischen Erbe löst und den Handlungsbegriff dezidiert dem Kommunikationsbegriff unterordnet. Gerade diese Komplikation macht den Text als Studienobjekt für Theorieentwicklung aufschlussreich. Die Reflexion zum Text bindet diesen in eine lange Reihe der Revisionen der klassischen Entscheidungstheorie ein – insbesondere Revisionen der Konzeptionen von Rationalität, Zweck-Mittel-Beziehung, der Relation von Person und Organisation und des Verhältnisses von Handlung, Kommunikation und Wissen.

The complexity of decision theory

Luhmann’s paper depicts an early approach to conceptualize the category of “decision” in a systems theory framework, connecting decision with the decision-making situation on the one hand and with the category of complexity on the other. Luhmann relates decision-making closely to action while in his later works he abrogates this action-theory basis of decision and instead defines decision-making as grounded in communication. This complication makes Luhmann’s text an interesting study object. My reflection of the text views it as part of a long tradition of revising classical decision theory. In particular this concerns revisions of the concepts of rationality, means-ends relations, the relation between individual and organization and, finally the connections between action, communication and knowledge.

Obstacles and Perspectives of Latin American Sociology: Normative Universalism and Functional Differentiation

Der vorliegende Aufsatz versucht die Erkenntnisblockaden der lateinamerikanischen Soziologie, die die Auffassung der Moderne Lateinamerikas in den 19. und 20. Jahrhunderten geprägt haben, zu beschreiben und zu überwinden. Drei Erkenntnisblockaden –struktureller, normativer und methodologischer Art– werden identifiziert und als wesentliche Elemente eines konstruierten Vorbildes der lateinamerikanischen Moderne verstanden. Das Werk klassischer lateinamerikanischer Soziologen wie Gino Germani, Fernando H. Cardoso und Enzo Faletto wird danach analysiert und als Grundlage für den Entwurf einer soziologischen Beschreibung Lateinamerikas als ein regionaler, partikulärer Weg innerhalb der modernen Weltgesellschaft konzipiert. Mittels einer Kombination systemtheoretischer Soziologie und kosmopolitischer Gesellschaftstheorie entfalten wir eine alternative Perspektive, die darauf gerichtet ist, die lateinamerikanische Moderne zugleich als universal (weltgesellschaftlich) und partikulär (lateinamerikanisch) zu erfassen.

Obstacles and Perspectives of Latin American Sociology: Normative Universalism and Functional Differentiation

This article seeks to highlight and then help overcome the epistemological obstacles that have characterized Latin American sociology’s understanding of modernity in the continent during the nineteenth and twentieth centuries. We identify three of such obstacles – a structural, a normative and a methodological one – and explicate how they are constitutive of how an image of Latin American modernity is construed. The article then revisits the works of such leading Latin American sociologists as Gino Germani, Fernando H. Cardoso and Enzo Faletto and builds upon their efforts to understand Latin American modernity as a particular regional trajectory within modern world society. Through a combination of systemic sociology and cosmopolitan social theory, we offer an alternative account that is able to see what makes Latin American modernity, simultaneously, universal (world society) and particular (Latin American).

Werner Vogd, Systemtheorie und Methode? Zum komplexen Verhältnis von Theoriearbeit und Empirie in der Organisationsforschung

Im Sinne einer naturalistischen Epistemologie erlaubt die Systemtheorie den autologischen Rückschluss auf die Bedingungen der eigenen Forschungspraxis. Das Verhältnis von Empirie, Theorie und Methodologie wird hiermit komplex. Dies bedeutet jedoch nicht, auf eine methodologisch strukturierte Forschung verzichten zu müssen. Letztere wird möglich, indem im Design eines Forschungsprozesses in selektiver Weise öffnende, theoriegenerierende (Gegenstandstheorie) als auch schließende, theoriestabilisierende Momente (Metatheorie) miteinander in Beziehung gesetzt werden. Mit Blick auf eine systemtheoretisch inspirierte Organisationsforschung wird die Praktikabilität wie auch Fruchtbarkeit dieser Unterscheidung anhand der Frage nach der komplexen Beziehung zwischen Interaktion, Organisation und Gesellschaft durchgespielt. Anschließend wird am Beispiel eines Behandlungsprozesses einer nicht mehr therapierbaren internistischen Patientin illustriert, wie eine systemtheoretische Rekonstruktion davon profitieren kann, sich bestimmte theoretische Leerstellen offenzuhalten.

Systems theory and Method? On the complex relationship between theory construction and empirical studies in organisational research

As a naturalized approach to epistemology, systems theory is able to autologically draw inferences about the conditions and circumstances of its own research practices. This makes the relationships among empirical studies, theory and methodology complicated. However, this does not mean that one must forego methodologically structured research. The latter becomes feasible by selectively relating productive, theory generating elements (grounded theory) and “closed”, theory stabilizing elements (metatheory) to each other in the research process design. The usefulness and fruitfulness of this approach is examined with a view to the organisational research inspired by systems theory by considering the complex relations among interaction, organisation and society. Using the example of the of an untreatable internal medicine patient, I illustrate how a system-theoretic reconstruction can benefit from leaving certain theoretical argument places open.

Self-Referential Technology and the Growth of Information. From Techniques to Technology to the Technology of Technology

Dieser Artikel ist ein Versuch, Technologie selbst als ein Gebiet soziologischer Forschung zu erarbeiten. Bis jetzt wurde Technologie zumeist als ein nicht-soziales Artefakt gehandhabt und nur ihr Einfluss auf die moderne Gesellschaft war für Sozialforscher von Interesse. Diese herkömmliche Sichtweise basiert auf der Cartesianischen Subjekt/Objekt Dichotomie in der Form Gesellschaft/Technologie. Gegenwärtige technologische Entwicklungen jedoch widerlegen diesen sozialwissenschaftlichen Zugang. Technologie ist am Sprung zur operationalen Schließung, zum re-entry und somit zur Selbstreferentialität. Eine systemtheoretische Herangehensweise an Technologie, als funktionierende Simplifizierung und Containment, könnte sich als viabler Ausgangspunkt herausstellen, um eine abstraktere und akkuratere Konzeptualisierung von Technologie zu erreichen. In den letzten Abschnitten wird die Arbeit von Kallinikos über „Information Growth“, ein Versuch Technologie als ein systemisches und paradoxes Konzept zu beobachten, vorgestellt. Schlussendlich schlägt der Artikel eine neue Herangehensweise an den Technologiebegriff vor, welcher auf folgenden drei Bausteinen beruht: 1) eine operationale und nicht artefaktbasierte Definition der Technologie, 2) die Ausdifferenzierung der Technologie als historische Entwicklung und 3) das re-entry der Technologie in der Form der Technologie zweiter Ordnung.

Self-Referential Technology and the Growth of Information. From Techniques to Technology to the Technology of Technology

This article attempts to make a point for the necessity of dealing with technology itself as a field for sociological research. Up until now, technology has mostly been observed as a non-social artefact and, as a consequence, has been of social scientifical interest only in terms of its impact on modern society. This conventional view is based on the Cartesian subject/object dichotomy taking the form of society/technology. Contemporary technological developments, however, defy this social science approach from being applicable. Technology is on the verge of completing operational closure, re-entry, and, hence, turning self-referential. A system theoretical perspective on technology as functioning simplification and containment may be a viable starting point towards a more abstract but also more accurate concept of technology. In the final chapters, the work of Kallinikos on information growth and his attempt to observe technology as a systemic and paradox concept are being introduced. The paper offers a reconceptualization of technology based on three building blocks: 1) an operational rather than an “artifactual” definition of technology, 2) a historical development of differentiation of the technological domain, and 3) the closure of technology through re-entry as 2nd order technology.

Zum Militär der Politik

In diesem Artikel soll eine meist auf spezifisch organisationale Problemstellungen begrenzte Sichtweise auf das Militär durch eine gesellschaftstheoretische Perspektive im Sinne der Systemtheorie Luhmanns ergänzt werden. Dabei geht es nicht um eine historische oder empirische Analyse, sondern um grundlegende Ansätze einer systemtheorieimmanenten Ausarbeitung: Es wird gezeigt, wie sich das Militär als Organisation und funktionales System fassen lässt. Zentrale These ist, dass sich das Militär über die Organisation von Gewaltpotential politikintern als eigenständiges funktionales Subsystem ausdifferenziert, wobei Gewalt als eigenes Kommunikationsmedium verstanden wird. Die Funktion des Militärs liegt in einem engen Bezug zu der Funktion der Politik und dient der Sicherung bzw. Ermöglichung von Machtkommunikation. Es wird gezeigt, wie das Militär die Funktion der Politik – das Bereithalten der Kapazität zu kollektiv bindendem Entscheiden – über die Konstruktion von Bedrohungen unter strategischen Gesichtspunkten ermöglicht und in Frage stellt. Basal ist dabei die Darstellung der Autopoiesis des Militärsystems über eine selbststrukturierte Selektivität der Verknüpfung und Reproduktion der konstituierenden Elemente, die als gewaltförmig gefasst werden. Die operationale Geschlossenheit wird ermöglicht über einen Code, der Gewalt unter strategischen Kalkülen reflexiviert: die Orientierung an organisierter Gegengewalt.

The military of the political system

The article tries to supplement a perspective which reduces the military to its organizational aspects by considerations influenced by the theory of society according to Niklas Luhmann. It is argued for a systems theoretical view that conceives of the military both as an organization and as a functional system. Foremost, it is proposed that the military may be viewed as an autonomous subsystem within the political system differentiating itself via an organization of force. The function of the military is closely tied to the function of the political system: the military provides the conditions for communication of power. It is shown that the military simultaneously sustains and undermines the function of politics – i.e. the provision of the capacity for collectively binding decisions – via a construcion of threat with strategic intent. The argument hinges upon an account of the “autopoiesis” of the military system as an autonomously structured selectivity in the concatenation and reproduction of its fundamental elements, which are here seen as taking on the form of physical assaults. Operational closure is achieved via a code that adopts a reflexive perspective on assaults: the orientation on organized counterforce.

Das medizinische System. Überlegungen zu einem von der Soziologie vernachlässigten Funktionssystem

Der Aufsatz traktiert zentrale Aspekte systemtheoretischer Analyse und Beobachtung von Funktionssystemen im Hinblick auf das Feld von Krankheit und Gesundheit. Die Reihenfolge der Abschnitte entspricht systemtheoretischer Architektonik: Behandelt werden Ausdifferenzierung, Code, das spezifische symbolisch generalisierte Kommunikationsmedium bzw. spezifische autopoietische Elemente, ferner Programme, Organisationen sowie die Reflexionstheorien. Die systemtheoretische und medizinsoziologische Literatur zu den jeweiligen Aspekten wird vorgestellt und kritisch kommentiert. Dies gilt insbesondere für die Debatten um den medizinischen Code und damit die Frage, ob das Medizinsystem autonom ist oder ob Medizin- und Präventionssystem Subsysteme eines Gesundheitssystems bilden. Der Beitrag spricht sich für Luhmanns Codierung gesund/ krank und gegen die These zweier Subsysteme ausgesprochen, wie sie von Autoren wie Bauch, Hafen und Pelikan vorgeschlagen werden. Befunde können diesem System als spezifisches Kommunikationsmedium oder als spezifische Elemente zugeordnet werden. Luhmanns Thesen von der perversen Vertauschung der systemischen Werte und vom Mangel an medizinischen Reflexionstheorien werden nicht geteilt.

The medical system. Considerations on a functional system disregarded by sociology

This paper deals with central aspects of the way systems theory observes functional systems in the field of health and illness. Its order follows the usual architecture inspired by systems theory: Differentiation, code, specific elements or media of communication, programs, organisations, and reflexion theories. The paper presents and critically comments upon specialist literature from systems theory and medical sociology. Regarding the question, whether the medical system is an autonomous system, or whether it forms part of a comprehensive health system (as Bauch, Hafen, and Pelikan proposed), the paper adheres to Luhmann’s conception of an autonomous medical system that integrates prevention and health promotion. Diagnoses may form either specific elements or the specific media of communication. The paper discusses Luhmann’s theses of a perverse interchange of the systemic values, and of a lack of reflexion theories.
